Sources say pay-television channels including Globosat and international programmers concluded an agreement Tuesday, March 27, with the National Film Agency (Ancine) altering some of the taxes and dues introduced late last year as part of a new policy for the audiovisual industry.
An official announcement is expected next week, but PAY-TV News is confident some items already aired in these pages will be confirmed:
1) Foreign programmers will pay 2% instead of 11% on remittances abroad provided they produce in Brazil in accordance with article 3 of the Audiovisual Act;
2) The article may be amended to include other formats such as miniseries, documentaries and movies made for TV;
3) Relations between programmers and Ancine will be made simpler and less bureaucratic.
No one yet knows how Ancine will engineer these changes but they?re welcome news to the industry, representing a significant stimulus to local production of content for pay TV. Meanwhile Ancine will avert legal disputes with programmers.
The fixed annual revenue accruing to Ancine from pay TV alone will be 12 million reals (now about 5m US dollars), according to rough estimates by programmers. There will also be indirect benefits from the growth in local production of movies and other content.
The agreement began to take shape in December after Gustavo Dahl, president of Ancine, told PAY-TV magazine that negotiation was the best way to address any issues raised by the new legislation.
