Net São Paulo has won an injunction from the Federal High Court (STJ) allowing it to suspend payment of a monthly municipal charge for ?use of the public thoroughfare?. The pay-TV operator claims that the charge, which the city government calls a ?contribution?, is in fact a tax and as such shouldn?t have been introduced by mayoral decree but passed by the city council. The São Paulo courts refused earlier applications for a stay, and Net SP appealed to the STJ. On July 23 the High Court granted a stay pending a full hearing.
