Cable Act may guarantee control of content by Brazilians

Senator Gerson Camata (PMDB, Espírito Santo), rapporteur for a bill amending article of the Cable Act (Projeto de Lei 175/01) to allow foreign companies to own up 100% of a cable company, is preparing a new draft that could pass the Education Committee of the upper house later this month. According to Sen. Camata?s staff the draft is still being analyzed by lawyers, but guaranteeing control over programming by Brazilians should overcome the opposition expressed by the broadcast TV networks at a public hearing in December 2001. This resembles a safeguard attached to the proposed constitutional amendment to allow foreign companies to own up to 30% of broadcasters.
