Presidential decree could enable C-band users to watch World Cup soccer

Globo?s agreement with FIFA, the international soccer association, giving it sole TV rights to the World Cup makes encoding of satellite signals obligatory. But Brazil has 7 million owners of C-band satellite dishes. A decree signed personally by President Fernando Henrique Cardoso could get Globo off the hook. Some say there?s no justification for involving the president in the affair, but this is an election year, after all. C-band users are eagerly awaiting Mr Cardoso?s return from a state trip to Europe.
