The Cable Act should be amended quickly to make room for ?more creative solutions? to the worrying difficulties faced by the pay-TV industry, said Antônio Carlos Valente, deputy director-general of Anatel, during his opening address to seminar on Telecommunications Policy organized last week in São Paulo by PAY-TV and TELETIME. The services delivered by pay television are potentially essential to the nation, he said, and the Cable Act was drafted in a completely different context from the rest of Brazil?s telecommunications legislation. ?Simply the fact that pay-TV service requires a government license creates additional difficulties,? he went on. ?This allows the National Audit Court (TCU) to oblige Anatel to control prices, enforce quality targets, and so on.? On the other hand, the large number of new players that have entered the market in recent years is a positive development, he said.
