Communications Ministry readies bill to regulate foreign investment in media

On Monday, September 2, the Communications Ministry sent the office of the presidential chief of staff (Casa Civil) a draft bill regulating foreign investment in broadcasters and news organizations. In the preamble the minister stresses that the bill complies with the definition of foreign capital in Brazilian law. Company registrars will have oversight of the ownership structure of newspapers and magazines. The preamble also notes that the bill amends several other legal provisions, such as Law 4117, Art. 6 a-c, and Decree-Law 236/67, Art. 12, paragraph 3, in order to bring them into line with the new situation created by foreign investment in these companies. Lastly, the minister recalls that the bill has already been submitted to public consultation.
