Congress enacts 30% foreign ownership allowance

At a joint session of both houses on Tuesday, May 28, Congress promulgated an amendment to Article 222 of the Constitution allowing foreign companies to own up to 30% of Brazilian media organizations. The amendment also allows legal entities to control media companies. Hitherto only individuals could do so. Senate President Ramez Tebet (PMDB, Mato Grosso do Sul) and Speaker Aécio Neves (PSDB, Minas Gerais) signed the amendment into law. The same session was supposed to elect the Social Communication Council but the election was postponed until June 5. Voting will be by secret ballot, with the Chamber and Senate computing votes separately.
